smart development for the eastside
im still not convinced about this new road thing for kennedy square. marn says "it will make it permeable" but i don't see whats wrong with pedestrian permeability. eliminating roads will make room for more parking, which is real permeability. and it will provide safe space for children to play in, and a safe bike/pedestrian/golfcar/weelchair route. examples of non-street centered developments are numerous and successful if done right.
and there is the issue of infrastructure costs and taxes.
in terms of the development agreement, it seems to me that there is much more at stake than just kennedy square, and it would be nice to see things in that frame work. it would be nice to see maps that show what upstate is buying, and the development of the small section of 81 that looks like its going to be demolished. the whole area has a lot of potential for pedestrian based design with many people working and living right there, and the need for a pedestrian campus-downtown connection. also there is the erie canal trail, syracuse is the only place in the whole state that doesn't maintain a consistent bike path along the erie canal. there could easily be a bike train going through the super blocks, between erie and fayett, and merging with erie blvd on westcott (after the teal mess.) one the other side this could continue through downtown and make a pedestrian connection through downtown and to the westside (the bus station is being re-done anyways. this is actually a more natural pedestrian route than the one going straight up the hill, most bikers prefer the gradual rise of westcott st., but there should also be a pedestrian route by the hospiital/marshal st.
